This allows you to turn on and off alpha blended splash screens. Sometimes, Windows won’t show alpha blended windows, such as when using Terminal Server. Sometimes, the SRP Launcher doesn’t know alpha blending is not supported, so you have to let it know when not to use it. If you’re your splash is not appearing (and you’re not seeing any errors), try setting this property to 0.
