Gets the full response, headers and body, to be returned to the HTTP request.

Returns
An HTTP response payload, inclusive of the status code, phrase, and headers.

This will build the response as needed by OECGI, especially regarding binary data handling. This is used in the HTTP_MCP controller and should not normally be used anywhere else.
