Returns the enable authentication flag setting.

Returns
A Boolean value indicating whether or not authentication is enabled for this web application. This is used by the 3.x - HTTP_Authentication_Services routine to determine if any authentication should be attempted.

It pulls this from 3.x - SRP_HTTP_FRAMEWORK_SETUP <4>. Note: Only an explicit setting of False (0) will turn this flag off.
