Returns the enable authentication flag setting. It pulls this from SRP_HTTP_FRAMEWORK_SETUP <4>. Note: Only an explicit setting of False (0) will turn this flag off.

Remarks
The RunHTTPService service is the official way to call specific web service APIs. The HTTPService argument should contain the same name found in the URL segment that corresponds with the API resource. For instance, for the /customers
URL, the HTTPService argument should contain the value of customers. This will call the HTTP_CUSTOMERS_SERVICES
BASIC+ routine.
A Boolean value indicating whether or not authentication is enabled for this web application. This is used by the HTTP_Authentication_Services routine to determine if any authentication should be attempted.
